Legislation is often extremely difficult to understand and interpret. It uses complex legalese language and often includes multiple references to other legislation meaning you may need to read multiple pieces of legislation to understand one ‘rule’. By coding the law/rules, you can transform legislation and rules into simple-to-use digital experiences. Also known as ‘Rules as Code’ this innovative approach can be used for things like eligibility checking, compliance checking and creating digital policy twins for policy modelling.
Turning rules and legislation into interactive online experiences has considerable transformative potential, especially for government because complex legislation and rules can be codified to drastically simplify citizen journeys.
The Australian Government is an innovator in this space, through the GovCMS (Department of Finance) Rules as Code pilot program. This program allows GovCMS customers to experiment with codifying rules via a small proof of concept. The Rules as Code initiative is part of GovCMS’ commitment to create innovative digital experiences on its Drupal-based platform.
Salsa Digital’s Rules as Code Lead and GovCMS’ Rules as Code Program Manager will cover:

Phillipa Martin, Rules as Code Lead, Salsa Digital
Phillipa has over 25 years’ experience as a writer, with a specialisation in online, user-focused content and user journeys. Phillipa also has extensive experience as a speaker and trainer. She’s a published author and holds a Doctor of Philosophy in creative writing.
At the start of 2020, Phillipa shifted from a content lead role to Rules as Code (RaC). She’s recently been appointed Rules as Code Lead at Salsa Digital, leading the business’s strategic direction and operational delivery of Rules as Code. She’s one of Salsa Digital’s RaC business analysts, mapping rules and legislation ready for developers to code. Her content background also helps with the user journey aspect of RaC.
